The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are issued from multiple capitals. Significant resources is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that European nations are evidently unprepared to replace in the near term.

Failed Diplomacy

The comprehensive proposal from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unrealistic to compel Moscow to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a entire defensive failure until conditions improve in its favour.

Present Conditions

Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
